Here´s the process coloring and adding the rain, used stuff like add noise and clouds..basically spent a lot of time trying some filters for the rain.Wanted it Intense but not so intense that it would shadow the character.
I used a photo reference to help me with the color. (photo below)

Your work is astonishingly good. Came across your blog idly looking at Top Cow commentary having entered as a writer, and I have to say I was not expecting to find anything of this quality. I don't see how you won't get it.
